Chief Financial Officer
Rhonda L. Randall, CPA, MBA serves as the Chief Executive Officer for GCF Development, LLC. She
manages and oversees all financial components of the various companies, including but not limited to
treasury management, financial planning and risk, record keeping, financial reporting, loan
management, maintaining up to date Generally Accepted Accounting Principles (GAAP) and tax code
compliance and insurance oversight.
Rhonda has been in the real estate development and construction industry for the past twenty years.
She first started her career with United Parcel Service as a regional controller, but her interest in real
estate took her to the Related Group Florida for seven years, where she worked on various real estate
development projects in the role of Regional Controller. After, she worked another five years with
Facchina Construction of Florida, LLC as the South Florida division controller and worked to implement
up to date standard accounting and finance systems and controls and oversaw the construction
management of various mixed-use projects.
Her interest in EB5 took her to Gold Coast Florida Regional Center, where she has grown in her
knowledge and expertise with the details of the USCIS and SEC guidelines for foreign investments.
Rhonda is a licensed Certified Public Accountant in the state of Florida, Georgia and North Carolina. She
holds a dual Master Degree in Finance and Accounting. Rhonda has managed and overseen over a billion
in financial assets through her career thus far.
